There's only one surefire way to get it: demonstrate good sportsmanship while in a match with a Riot employee. That means being on your best behavior as well as being a positive and motivating part of your team.
Riot warned that each Rioter has a limit of Fist Bumps, so they're unlikely to give it if a player will ask. It even could have less chance.
Riot employees also never will offer to sell Fist Bump. Game developers warned that such kind of offer would be a scam.
