Another 2 weeks passed, and after we got two patches of offseason and the first proper Season 13 patch, 13.1B (basically a pre-version of patch 13.2, which has been delayed due to the recent cyberattack on Riot) again changes the meta completely and kind of makes the preseason patches a bit pointless.
